A political system in which the units that make up the union retain ultimate authority for all internal issues, expressly delegating limited powers to a central administration or government for the purpose of administering the union.  It is a voluntary association of independent states.  Confederations are typically short-lived, and lack effectiveness in terms of defense of the union.  Confederations have existed both as oligarchies, and as unions of republics.
