Document that establishes the United States federal system of government; written May 14 through September 17, 1787 in Philadelphia, Pennsylvania. The convention was called with the intention to amend the Articles of Confederation. The Constitution was the product of political compromise after long debates over issues like States’ rights, consent of the governed through representation, and slavery.
