The first words of the Preamble of the Constitution of the United States are “We the People.” The phrase means “all the people,” and relays a message of popular sovereignty. Our American System contains mechanisms that connect our government to the idea of popular sovereignty, be it the consent of the governed to democratic elections for some parts of our system. The concept of popular sovereignty goes back to Mosaic Law in Exodus, Deuteronomy, and Judges.
